Job Summary:

The Senior System and Operations Analyst will serve as the primary system administrator and analytics lead for PayPal's Third-Party Management (TPM) program tools, supporting the First Line of Defense execution within Source to Pay (S2P). This is a role on an established team requiring deep technical expertise in risk tool administration, vendor management, operational reporting, and data analytics.

Job Description:

Essential Responsibilities:

  • Oversee the end-to-end process for third-party onboarding, including sourcing activities, supplier registration, risk assessments, purchase orders, invoicing, and contract compliance.
  • Act as a primary point of contact for business managers and third parties, providing expert guidance, answering questions, and advising on onboarding, risk assessment, and payment activities.
  • Develop comprehensive training materials and Standard Operating Procedures (SOPs), deliver ongoing training, and facilitate change management to enhance process awareness and understanding.
  • Collaborate with stakeholders to ensure timely onboarding of third-party vendors and integrate risk activities into the procure-to-pay process.
  • Lead the execution of risk assessments, ongoing monitoring, and reassessments of third parties.
  • Ensure compliance with policy and regulatory requirements throughout the third-party lifecycle.
  • Identify and address issues impacting the third-party management program, providing effective remediation.
  • Innovate and improve business processes, user experience, and systems involved in the third-party lifecycle.
  • Analyze data to assess inventory health, identify trends, and provide actionable recommendations.
  • Lead and mentor team members, fostering creativity and providing direction with a high degree of latitude.

Minimum Qualifications:

  • 3+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

Additional Responsibilities & Preferred Qualifications:

  • 4+ years of experience in managing risk platforms, system administration, and ongoing enhancements, or equivalent experience within a risk or compliance function, third-party risk management, or business analyst with risk and controls focus
  • Hands-on system administration experience with third-party risk or GRC tools (Interos, Certa, Dun & Bradstreet, ServiceNow, Coupa, Ariba/SAP, or similar platforms). Familiarity with API integrations, data flows, and system architecture concepts a plus
  • Strong understanding of third-party risk frameworks, including inherent risk scoring, due diligence processes, lifecycle management, and ongoing monitoring
  • Advanced Excel skills: VLOOKUP, Pivot Tables, formulas, charting, and data manipulation (PowerBI, SQL, or other advanced reporting skills nice to have)
  • Excellent analytical, problem-solving, and decision-making abilities with a focus on data integrity and risk-based thinking
  • Proven ability to write technical and business requirements
  • Experience troubleshooting system issues, managing vendor relationships, and participating in technical or business review forums
  • Strong verbal, written, and presentation (PowerPoint) skills with the ability to present technical details to non-technical audiences
  • Demonstrated ability to work both independently and collaboratively in a hybrid in-office environment
  • Comfortable managing ambiguity, multitasking, and navigating competing priorities under tight deadlines
  • Strong organizational skills, attention to detail, and ownership mentality
  • Project management experience and ability to lead cross-functional initiatives

Additional compensation for this role may include an annual performance bonus, equity, or other incentive compensation, as applicable.
